Historical Prespective

The Cooperative Education and Rehabilitation of Citizens Misfits de Pombal came in 1979 with the aim of being able to provide a response to the needs of a small group of children with disabilities. With an operating license granted by the Ministry of Education initiated and maintained for a few years with only one answer - Educational Unit.

As these children grew, it became necessary to expand the facilities, as well as their models of care. In this sense, were built and equipped workshops for pre-professional training, promoting and developing the areas of carpentry, tapestry / weaving, knitting / crocheting, sewing and basketry, with financial and technical collaboration of the Institute of Employment and Vocational Training (IEFP) , which went into operation in 1987.

In 1990, with technical and financial support IEFP, it was possible to create a structure of vocational training geared to youth and adults with mild and moderate disabilities, transitioning directly to this some of the pre-professional areas - carpentry and sewing - as well as respective monitors. The remaining existing areas - tapestry / weaving, knitting / crochet and basketry - had no continuity in Vocational Training for being fundamentally craft, not looking ahead, thus placing the trainees in companies. We also created new areas of joinery, Potter Filler and Home Services. In 1998, the area was established Assistant Administrative Services, for people with disabilities, ex. motor disabilities. Since 2006, we finished with the area of ​​formative Potter Filler, at the suggestion of IEFP, given the job market in the area of ​​ceramics have suffered a setback with the closure of several companies in Pombal (Azupal, Zifal, Bricolarte, Azulefa, etc.).

Also in 1990, alongside the Vocational Training was established another answer with technical and financial support of Social Security: the Center for Occupational Activities - CAO - for youth and adults with severe degrees of disability and / or deep, for which, by this reason, there were no prospects for employment integration.

However, taking into account the extension of the age level of care the institution began to feel that, for children 0 to 6 years of age, there was no specific response in the municipality of Pombal. Thus, a partnership program with the Sub-Regional Office of Leiria (CRSS Center), Municipality of Pombal, Pombal District Hospital Team and Special Education Pombal, where CERCIPOM was the promoter, began In May 1997 a program called Early Intervention Learning to Grow, integrated into the Early Intervention Program to Childhood, which ended in 2000. In spite of the "Be a Child" has ended, the Cercipom (in partnership with other local services), has continued to develop EI as the promoter, framed by Ordinance No. 1102/97.

In addition to seeking to adapt and enrich, increasingly, the answers to the disabled population served in the different structures of CERCIPOM, and to form an alternative to the more dysfunctional family situations, was created in September 2004, a fourth response - Lar Residential. This worked in an apartment (1st floor) with a protocol leased to six residents. Construction of Home conclude in late 2006. This structure emerged in order to meet the needs of the disabled population and simultaneously with problems at the level of family support structure (aging / death of parents) in the absence of adequate equipment to people with disabilities in adulthood. Contiguous space in Home, built a pool to enable the hydrotherapy to our target audience, also opening this resource to the community.

First Steps

Children were aged to attend school, but due to some specifics, had no input in the existing schools, which their parents doubly indignant. On the one hand, merely because parents exercise a professional activity (they had to keep their children at home), and above all, because there is a segregation were finding in relation to children of the same age.

Given the non-response framework of these children in mainstream schools, some parents of those children, along with others which have joined, decided to find an alternative for these children, which led to the formal creation of Cercipom (August 1979) having started its operation on December 17, 1979 in rented space (Urbanization of St ª Luzia), until the construction of owned facilities, in R. Caseirinhos of (current Primer R. Maternal John of God).

It was necessary to undertake this project with a lot of momentum to get the formal creation of the Cooperative, space for its operation and realization of inherent needs, namely the acquisition of transport, because in the beginning, were the parents who brought their children to institution, using scarce public transport or other.

Current Situation

The Cooperative Education and Rehabilitation of Citizens Misfits de Pombal - CERCIPOM, is a Cooperative of Social Solidarity. The only institution in the county of Pombal geared to cater to the different levels, people with intellectual disabilities (although a large slice of the population CERCIPOM is characterized by multiple disabilities) through the following structures: Educational Response (refer to this post ended in July 2010, since September 2010 we would only have 3 students in the educational response, which did not justify maintaining a staff and resources allocated - the anticipated order of Schools Special Education, under the law for 2013!) , Vocational Training Centre, Centre for Occupational Activities, Home and Residential Swimming Pool.
In addition to these responses, developed in partnership with local services, two interventions, namely:
 

  • TVA (Transition to Active Living), which is intended for students with special needs to attend mainstream schools;
  • Early Intervention, framed in SNIPI (National Early Childhood Intervention), which is intended for children 0 to 6 years, with changes in body structures or functions that limit participation in activities typical for the respective age and social context or serious risk of developmental delay and their families.

 
It should also be noted that all responses have the Administrative and Support Services of Cercipom (Secretary, Transport, Cleaning and Kitchen), without which it would be possible functioning.

Facilities

The CERCIPOM is divided physically into three buildings in the city of Pombal. At headquarters, located at Rua Primer Maternal John of God works Occupational Activities Centre and also Services Department; Street in the Old Factory is located in the Professional Training Centre and finally the Street Memorial do Convento , Urbanization Ms Bethlehem Caseirinhos, are situated the Home and Residential Swimming Pool.
